Do your passenger vessels provide accessibility to minimum federal recommendations? Are your waterfront facilities compliant to minimum provisions of the ADA?
All PVOs (Passenger Vessel Operators) monitor tide height for safe maneuvering of their vessels. My reports provide a table that compares tide height to gangway slope. The most acceptable slope for this gangway was between mid to high tide levels. Multiple inspections are required at different tide levels to complete the table. Please do not leave a disabled passenger at the bottom of a non-compliant gangway.
Inspection of the vessel Peregrine for Tideline Marine Group. This vessel is Coast Guard certified for up to 149 passengers. Tideline received my report with recommendations for improvements and was presented a California Certified Access Specialist certificate to display in the vessel. The Peregrine provides a safe route for mobility disabled persons on the main deck which connects the forward cabin area to the exterior rear deck area and connects to 2 dining locations and a restroom in the cabin. This vessel is equipped with 2 gyro roll stabilizers for the smoothest ride.
A feature that is provided for the general public that is not provided with means of use by a disabled person will be counted during a lawsuit of discrimination against the disabled. My reports identify all locations where features for the disabled need to be provided or improved. Imagine a person with mobility limitations just made it up the slope of a gangway and then finds the public benches are not designed or installed correctly to codes for their use.
A disabled passenger that has difficultly transitioning surfaces with large openings would be trapped on one side of the horizontal drainage grates placed along this docking float (dock), except if the passenger is dropped off adjacent to the bottom of the ramp. Green and Red markings at the edge of the dock near the mooring cleat show the safe location for the PVO to drop off or pick up their disabled passengers.
The vessel Osprey was our first passenger vessel that we inspected for disabled access and provided a CASp certificate for display in the vessel. My lovely assistant Dr. Ingeborg Vriend stands smiling in the foreground on our vessel Runaway. Yes, we prefer to do our inspections "Accessed by Sea" when possible!
I provided waterfront accessibility inspections for the City of Napa Department Parks and Recreation for their Downtown Prominade Waterfront. I also provided waterfront ferryboat terminal inspections for Tideline Marine Group at the Martinez Landing in Matinez, California, and at Oyster Point Marina in San Francisco.
I was the Chief Building Official for the Town of Tiburon for 7.5 years. I was responsible for all preconstruction evaluation and approval and permit issuance, in-progress construction quality assurance and building inspections, and was the final signature for acceptance of all waterfront facilities in the Town of Tiburon. I also inspected waterfront facilities in the City of Belvedere on a project that was located partially in both cities, and I had one residential pier improvement project that I was responsible for while I served a 2-month assignment with the City of Belvedere when they were in progress of hiring a new building official. More than 100 waterfront projects.
The vessel Heron is another passenger vessel in the Tideline Marine Group fleet that I was blessed to be able to inspect and provide a CASp certificate for display in the vessel. Again, we "Accessed by Sea" via the vessel Runaway. It was an easy commute to the job, just a few seals along the way.
